Description:
Theoverall objective is to measure the quality of education servicedelivery, policies, and administrative capacityin Bulgaria with the intention of (i) uncovering bottlenecks thatinhibit student learning; (ii) providing guidance on how to improve themeasurement of the performance of the overall education system (iii) usingcollected data to analyze the factors that predict variance in student learningoutcomes; and (iv) informing the future collection of administrativedata. TheWorld Bank developed the Global Education Policy Dashboard (GEPD) project tohelp countries measure these drivers of learning outcomes. The dashboard (1)highlights gaps between what the evidence suggests is effective in promotinglearning and what is happening in practice in each system; and (2) provides away for governments to track progress as they take action to close those gaps.Together, these metrics on key drivers of learning can offer a stronger basisfor identifying priorities for investment and policy reforms that are suited toeach country context. The data underpinning these metrics is collected usingseveral instruments, including a School Survey and a Survey of PublicOfficials. The School Survey comprises eight modules. The informationcollected are used to compute the service delivery indicators. The survey willalso include a small number of policy questions that will be posed to teachersand headteachers. Underthis Procurement Activity, a survey firm will be hired to implement theDashboard in 200 schools in Bulgaria.
