The present public procurement is a "service" within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Law.by the Minister of Health and are provided for the temporary and gratuitous use of Bulgaria Heli Helly Honey Service EAD, without crew, on dry leasing, for providing a service of general economic interest - flights to provide air transport with helicopters for the needs of emergency medical assistance,organized by the state. A detailed description of the aircraft is contained in the technical specification.
