  Selection of the contractor of the construction works on site: improvement of the water supply infrastructure in the Mineralni bani municipality in 2 lots - Improvement of the water supply infrastructure in the municipality of Mineralni bani in 2 lots "In the scope of the lot No 1 includes: construction and assembly works, reconstruction and rehabilitation of sub-sites:
  Main Site: The territory of Mineralni Bani Municipality, Republic of Bulgaria.
  In the scope of lot 1 includes: construction and assembly works, reconstruction and rehabilitation of sub-projects:
  1. "Rehabilitation of pressure pipe from Surnitsa motorway to a pressure tank and distribution shaft"; "Rehabilitation and completion of a part of a mains water supply from" Gorski Izvor "to PWith "Karamantsi" part of the deviations from it to the settlements served by this water supply - I stage Karamantsi Group "; the envisaged construction and installation works under № 1 - "Rehabilitation of pressure pipe from Surnitsa Plumbing to a pressure tank and distribution shaft" include: rehabilitation of existing water mains in the section from Surnitsa to a pressurized tank and in the section ofup reservoir to the distribution shaft, while preserving the scheme of the existing water supply system. The implementation of the newly designed water pipelines is planned to be implemented along the route of the existing ones, in accordance with the approved tracking plans for the project. The water pipeline traverses pass to the village of Sarnitsa, outside the regulation of the settlement. The planned buildconstruction and installation works sub-project № 2 "Rehabilitation and completion of a part of the main water supply from" Gorski Izvor "to" Karamantsi "- 1st Stage Group of Karamantsi" include: parts of deviations from it to the settlements served by this water supply - 1st stage - Karamantsi Group envisages: reconstruction and completion of external long-distance water mains as follows:
  - Main water supplywater - 3 in the last part of RH 5 to the reservoir of the pumping station "Karamantsi", - - Main water main - 4 with a range of pumping station "Karamantsi" to the reservoir of "Angel Voyvoda" reservoir, - Secondary water main - 8 it is separated from the Main Water Supply - 4 and through it is supplied water to Boian Botevo Water Supply,
  - Secondary Water Supply - 7 with Start RH 5,water from Karamantsi reservoir in the Karamantsi reservoir, - Secondary water supply line - 9 is a pressurized water pipeline from "Angel Voyvoda" motorway to a pressure tank "Angel Voyvoda", - Water supply line - 3, supplying water from Boian reservoir Botevo "to an existing distribution water supply network of the village of Boyan Botevo,
  - Water Supply - 4, supplies water from a pressure tank" Angel voivoda "existing water distribution network of the village of Angel voyvoda,
  - Water Supply Water Supply - 5, supplies water from Karamantsi reservoir to an existing distribution network of the village of Karamantsi - For lot 1 - the participant must be registered in the Central Professional register of the builder, for construction of second group constructions, first category, according to the Regulations for the procedure forregistration and keeping of the Central Professional Register of the Builder, and if he is a foreign natural or legal person, he / she has the right (in accordance with his national legislation and under the conditions of mutual recognition) to fulfill the subject of the procurement. compliance with the requirement, as specified in Section IV (A) (1) of the EEDOP Group andthe category of building sites for which is entered in the Central Professional Register of Builders as well as the number of the certificate of entry and the date of validity, and for foreign persons analogous information on the relevant equivalent document certifying the right of the respective person under its national law to complete the subject of the order
  For lot 2 -must be entered in the Central Professional Register of the builder for execution of construction group III, second category, according to the Regulations for the procedure for entry and maintenance of the Central Professional Register of the builder and if he is a foreign natural or legal person, (in accordance with its national law and under the conditions of mutual recognition)Demonstration: When submitting the tender, the participant declares compliance with the requirement, stating in Part IV, Section A, point 1) of the EEDOP group and the category of construction sites for which it is entered in the Central Professional Register of Constructors, as well as the number of the certificate of entry and date of validity, and for foreign persons analogous information about the relevant equivalent(in accordance with national law) to fulfill the subject of the contract.
  For lot 1 and 2 - the participant must have realized turnover from construction work in the last 3 (three) completed financial years depending on the date on which the participant was established or started its activity. When submitting a bidand the participant declares compliance with the required requirement by completing Part IV, Section B, item 2a) of the EEDOP. Under the terms of Art. 67, para. 5 of the PPA, the contracting authority may require documents proving the information declared with EEDOP: reference for the turnover of construction works for the last 3 (three) completed financial years, depending on the date when the participant is established or isstarted its activity. Under the terms of Art. 67, para. (b) of the Public Procurement Act, prior to the conclusion of the contract, the designated contractor shall submit the documents referred to in the preceding sentence (if they have not been submitted pursuant to Article 67 (5) of the Public Procurement Act). In the case of unions which are not legal entities, the compliance with the selection criterion is demonstrated by the participating grouping as a whole. The participant must have a valid shotArt. 171, para 1 of the TDA with a minimum sum insured according to Article 5, paragraph 2 of the Ordinance on the terms and conditions for compulsory insurance in the design and construction for the category of construction according to the construction - the subject matter of the contract or an equivalent document issued by a competent authority to a non-residentlegislation of the State in which it is established. In the case of participation of consortia which are not legal entities,the selection criterion shall be demonstrated by each of the persons included in the consortium who will carry out construction activities in accordance with the distribution of the participation of the persons in the performance of the activities provided for in the contract for the formation of a grouping. in the procedure for awarding a public procurement contract, for which they are present or withbut occurred before or during the procedure the grounds under Art. 54, para. 1, item 1, item 2, item 3, item 4, item 5, item 6 and item 7 and the circumstances determined by the assignor under Art. 55, para. 1, p. 1 and 5 of the Public Procurement Act, as follows:
  1) When the participant has been convicted by a verdict in force, unless he is rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of the Penal Code (Article 54 (1) (1) of the Public Procurement Act); (2) Where a participant has been convicted by a judgment which has the force of res judicata unless he is rehabilitated for an offense similar to Member State or third party (Article 54 (1) (2) of the PPA), 3) Where the participant has duties for taxes and compulsory social security contributions within the meaning of Art. 162, a2, item 1 of the Tax Procedure Code and the interest thereon, to the state or to the municipality at the headquarters of the contracting authority and the participant, or analogous obligations established by an act of a competent authority under the legislation of the state in which the participant is established unless a deferment, deferral or collateralisation of the obligations is allowed or the obligation ishas entered into force (Article 54 (1) (3) of the PPA), 4) Where there is an inequality in the cases under Art. 44, para. 5 of the Public Procurement Act (Article 54 (1) (4) of the Public Procurement Act), 5) Where it is established that (Article 54 (1) (5) of the Public Procurement Act): with false content related to the verification of lack of grounds for removal or fulfillment of the selection criteria, b) the participant has not submittedrequiring information related to the verification of the absence of grounds for removal or fulfillment of the selection criteria; 6) Where the participant is established by a punitive order or a court decision that has entered into force, violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301-305 of Kt or Art. 13 para. 1 of CITM or is in productioninsolvency proceedings, is in liquidation or has concluded an out-of-court agreement with its creditors in the sense of Art. 740 of the Commerce Act, or has ceased its activity and, if the participant is a foreign person, is in a similar situation arising from a similar procedure under the legislation of the State in which he is established (Article 55 (1) 1 of the Public Procurement Act);the participant has attempted to (Article 55 (1) (5) of the PPA): (a) influence the decision by the contracting authority relating to removal, selection or award, including by providing false or misleading information ; or (b) receive information that may give him an unjustified advantage in the procurement procedure. If the participant is a union(the grounds under Article 54 (1) (1) (2) (3) (4) (5) (6) and (7) and the by the Contracting Authority circumstances under Article 55 (1) (1) and (5) of the PPA) shall apply to each member of the grouping. Where a participant provides for the participation of subcontractors in performance of the contract or will use the resources of third parties,also applies to subcontractors and third parties;
