Description:
The purpose of the present public procurement procedure is to select a Financial Intermediary for the implementation of the Financial Instrument "Waste Management", financed with funds under Priority 2 "Waste" under the "Environment" Program 2021-2027. The financial instrument is structured in the form of financing with shared risk, in which the risk of loss of the Financial Intermediary is shared proportionally and up to the amount of the principal due, secured with Funds under the Program in the respective contract with Final Recipients. The purpose of the Financial Instrument is to attract an additional resource to public funds, thereby increasing the financing resource and providing easier conditions for targeted Final Recipients for the realization of investments for: measures aimed at household waste management in the municipalities' obligations under the Waste Management Act. Municipal waste management measures under this Financial Instrument mainly focus on investments for WWTP according to Annex 8 of the National Waste Management Plan (NWMP) of the Republic of Bulgaria for the period 2021-2028 for the construction, expansion and/or upgrading of the municipal/regional systems for separate collection and recycling of biodegradable waste, measures for recycling household, production and construction waste carried out by recycling enterprises.
