The contracting authority opens the present procedure for awarding a public contract in accordance with the order of Art. 18, para. 1, item 1 ZOP, in relationwith Decision No. 424 according to protocol No. 34 of 26.01.2023 from a meeting of the Municipal Council - Kirkovo, in connection with Art. 19, para. 2 of the Road Transport Act, Art. 16c, paragraph 1 of Ordinance No. 2 of 15.03.2002 on the terms and conditions for approving transport schemes and carrying out public transport onbus operators of the Ministry of Transport and Communications and in accordance with the norms of Regulation (EC) No. 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services by rail and road transport and on the repeal of regulations (EEC) no1191/96 and (EEC) No 1107/70 of the Council/L 315/1 of 3 December 2007
