- The subject of the public procurement covers the assignment, respectively, of the transport service from a site located in the city of Shumen, of mixed household waste (code 20 03 01) and biodegradable waste (code 20 02 01) to a pre-treatment plant; their mechanical-biological treatment in an installation provided by the participant, including the separation of recyclable fractions and transmission for subsequent recovery; separation and preparation for utilization of high-calorie fraction (modified fuels); biological treatment of the separated organic fraction and separately collected "greens waste from maintenance of public areas, parks and gardens through composting or anaerobic digestion; transportation and disposal of waste unsuitable for recycling and/or recovery.
In the sense of the definition given by § 1, item 25 of the Additional provisions of Ordinance No. 6 of 27.08.2013. on the conditions and requirements for the construction and operation of landfills and other facilities and installations for the recovery and disposal of waste (issued by the Minister of the Environment and Water, promulgated SG No. 80 13.09.2013, in force from 13.09.2013, subsequent amendments and additions) "preliminary treatment' are all physical, thermal, chemical or biological processes, including sorting, which change the characteristics of the waste in order to reduce its volume or its hazardous properties in order to facilitate its further treatment or to increase its recovery them
