The present public procurement is awarded jointly by the mayors of the municipalities of Madan, Zlatograd and Nedelino-co-owners of the installations, the same being co-contractors, according to Art. 8 of the PPA. Co-contractors have concluded an agreement on a joint award of a public procurement, which settled all organizational, technical and financial issues related to the procedure, The conclusion of the contract, the distribution of the services that are the subject of the contract. Each of the contracting authorities is responsible for fulfilling their obligations under the law, even though one of the contracting authorities performs the technical activities for the conduct of the procedure, as a simultaneous self and the other contracting authorities. The contracting authority of this contract, which is responsible for the technical activities, respectively the opening, conducting of the public procurement and determining the contractor of the performance contract, is the mayor of Madan Municipality, who decides to open a procedure with which approves the announcement and public procurement documentation. The procedure is initiated on the grounds of Art. 74, para. 1 of the Public Procurement Act, in connection with Art. 18, para. 1, item 1 of the Public Procurement Act.
The subject of this order is the choice of operator for the operation of an installation for pre -treatment of mixed household waste and of Installation for composting of separately collected green and/or biodegradable waste built on the territory of a regional depot for MSA.
